Smile
Foundation and Child Survival India [CSI] has come together
for a project on named Nanhe Sapne (Little Dreams) in
the most vulnerable areas of Delhi, the capital of India.
The project takes the responsibility of providing care,
support and mainstreaming of HIV inflicted, affected
and vulnerable children. The focus, undoubtedly, is
on children inflicted with HIV, children of HIV inflicted
parents as well as vulnerable children living on streets,
including child labours.
Resource Centre
for Sexual Health and HIV/AIDS [RCSHA], New Delhi came
forward as the technical partner for the project.
About the
Partner
Child
Survival India (CSI) is an organization established
in the year 1991 by a group of young professionals with
an aim to help the marginalized and vulnerable sections
of community to find new avenues and alternatives.
The organization
is primarily working in the field of Health (RCH, HIV/
AIDS prevention, support for HIV/ AIDS infected &
affected); gender sensitization for rural (school) student’s
teachers and their parents; adolescent girls and boys;
literacy, legal issues and organizing mahila panchayat
for empowerment of rural women.
The Project
Nanhe Sapne (Little
Dreams) is the project name initiated by Smile Foundation
and CSI. It will take up the responsibility of providing
care, support and mainstreaming of HIV inflicted, affected
and vulnerable children. The focus, undoubtedly, is
on children inflicted with HIV, children of HIV inflicted
parents as well as vulnerable children living on streets,
including child labours.
The target areas
for the project Nanhe Sapne (Little Dreams) are few
of the most needy and deserving localities of Delhi,
such as Narela, Holambi Khurd, Holambi Kalan, Kherkhud,
Bhorgarh, Sanjay Gandhi Transport Nager and Rohini.
A brief description of a few of
the target project areas are as follows:
Kherakhud
is a rural village located in outskirts of Delhi, about
20kms from Main G. T Karnal Road. CSI is operating its
regional office from this place which is also functioning
as the joint project office.
Sanjay Gandhi Transport
Nagar is in North West Delhi near the GT Karnal Road
Bypass. It is a major halt point for truck drivers,
helpers and cleaners. It is surrounded by a number of
slums like Seemapur and Jahangirpuri. The area is also
dominated by transport company owners, brokers, loaders,
labourers, petrol pump staff, mechanics, road side eateries
and tea stall owners as well as female sex workers.
All these made this locality vulnerable and hence most
deserving for attention.
Holambi Kalan is
situated in North West part of Delhi near Holambi Village.
It is divided into two geographical phases- Phase I
and II with 7200 houses in each, i.e. 43,000 individuals
in one phase approximately. The people here have been
relocated around 3 years back from in and around Delhi.
The majority of the communities are migrants from states
like Bihar, Bengal and Uttar Pradesh, working as daily
wager earners with an average salary of Rs 3000 to 4000
per month.
Narela Industrial
Area is surrounded by Narela Village. CSI already has
a good presence here. Smile Foundation and CSI have
done a couple of community based short term activities
in recent past.
The project aims
will identify and cover all vulnerable/ at-risk and
infected children, enabling them to lead a healthy and
productive life.
The objective of
the project is to:
-
Help HIV/
AIDS affected children to cope with HIV infection
in family and also their own infections.
-
Increase
knowledge on HIV/ AIDS issues and reduce risk behaviors
like unsafe sex and drug abuse practices amongst
the vulnerable children.

To prepare
the families and communities to take care of HIV/
AIDS affected children.
-
To provide
Non-formal education to vulnerable children and
mainstream these children to some formal government
school, as best as possible.
-
To facilitate
Vocational Training, at some suitable training institution(s)
run by Govt./NGOs, to such children after they have
completed NFE (non-formal education); their regular
follow-up and facilitating their engagement in some
gainful activities/employment with help from Training
Institutions.
Target beneficiaries of the Project:
-
50 HIV/ AIDS
affected children,
-
360 vulnerable
children (5-16 years) in targeted community’s
e.g child laborers, street children, out of school
children and adolescent.
-
50 girls
being covered only in PPTCT( Prevention from parents
to child transmission) workshops (6 proposed)
HIV infected /affected children
shall be provided with the following:
-
Antiretroviral
treatment through linkages with govt. run programme
-
Pediatric
disclosure: talking to children about HIV/ AIDS
-
Supportive
care (counseling, emotional support, providing education,
health, nutritional therapy, gainful engagements
etc.)
-
HIV prevention
education
-
Facilitate
admission to Vocational Training Centers; mainstreaming
out-of-school children to some formal schools-after
remedial education support; provide uniform, books
and reading materials.

To provide
school fees, toiletries and nutrition supports besides
certain other provisions like rentals and electricity
bills etc.
-
To provide
funeral expenses in case of a death
-
Arrange outings,
festival celebrations, creativity workshops, special
workshops on child sexual abuse, HIV/AIDS transmission.
-
Life skills
training (in self defense, negotiation skills etc.)
for affected children.
For vulnerable children (street and working children,
adolescent girls, youths (14-19 years):
-
Establish
learning centers for street/ working children
-
Conduct life
skills sessions on peer pressures, conflict resolution,
sexual abuse, HIV/ AIDS etc for working /street
children (adolescents)
-
Organize
monthly health check up camps and provide follow
up & health services
-
Special workshops
on early age marriage, condom negotiations and prevention
of parent to child transmission of HIV for adolescent
girls
-
Special long
term programmes for adolescent girls imparting life
skills integrated with vocational skill training
-
Special workshops
on STIs, HIV/ AIDS and condom usage for youths.
Special Focus
-
50 girls
being covered only in PPTCT (Prevention from Parents
to Child Transmission) Programme under the project

Special long
term programmes for adolescent girls imparting life

to make the programme self sustainable in the communities
